You'll join the Clean Energy Regulator as one of two Product Owners working at EL1 level within the agency's Change Program, taking accountability for maximising the value of your product and delivering agency outcomes. The CER treats each scheme's end-to-end value stream as a product, and you'll advocate for prioritisation of the backlog in line with business and technology strategy while enabling your Scrum team to deliver customer centric solutions. You'll work alongside the Product Management team, business area subject matter experts, design and architecture, and your fellow scrum team members. Day to day that means connecting with the customer to understand and articulate needs and constraints, shaping whole-product solutions that balance desirability, viability and feasibility, managing and prioritising the team backlog, and engaging stakeholders for continuous feedback across Agile Release Train objectives. You'll take a lead role in PI Planning and the CER's agile ceremonies, and be transparent in identifying and escalating issues, dependencies, risks and opportunities for re-use across the program.
• Connecting with the customer (scheme business area staff and participants); understanding and articulating customer and stakeholder needs and expectations, understanding and communicating constraints, identifying problems and developing whole-product solutions to improve the administration of schemes or uplift agency capabilities • Shape solutions which balance desirability, viability, and feasibility in collaboration with the team, design and architecture • Collaborate with business and the scrum team to deliver value and build the right thing; managing and prioritising the scrum team's backlog, providing confidence in the delivery of your roadmap, guiding story creation and acceptance, and supporting the architectural runway • Stakeholder engagement to collect continuous feedback to refine the Agile Release Train (ART) objectives and to shape solutions which balance desirability, viability, and feasibility in collaboration with the team, business design and architecture, including engaging with business on a range of options for identified problems, articulating the effort involved (time and resources), the impacts of different solutions and negotiating any trade-offs • Drive product development and engagement, including consultation with Change Program stakeholders and related activities, to define current and future product enhancement to meet customer needs and maximise return on investment • Participate in CER ceremonies and events which form part of the ways of working at CER, including taking a lead role in facilitating discussions in PI Planning events and being open and transparent in identifying, managing or escalating issues, dependencies, risks, duplication, and opportunities for re-use with other Product Owners, scrum team members and staff across the broader Change Program
• 5+ years of experience as a Product Owner and similar roles (for example Business or System Analyst) • Understanding of the Digital Service Standard • Relevant qualification in Product Ownership or related Agile/SAFe certifications • Experience in working in the Microsoft stack such as Dynamics 365 and Blazer or blockchain technology
EL1 equivalent
Preferred candidates are based in ACT and expected on-site 2 days per week, and interstate candidates will be on-site for quarterly planning events.
