Yolk Digital is looking to fulfil a role with the Digital Transformation Agency (DTA) to provide a Senior Product Manager to lead the design, build and delivery of Module 3 (Software and Cloud) of the Digital Marketplace 2.0 program — the next generation of how the Commonwealth procures digital products and services. You'll own the product vision, roadmap and backlog for Module 3, working alongside user researchers, designers, engineers, legal advisers and procurement SMEs to deliver a streamlined, user-centred and compliant procurement pathway that consolidates legacy software and cloud marketplaces into a single platform. This is a high-visibility role with direct exposure to senior agency executives and whole-of-government stakeholders.
• Lead the Module 3 product strategy, roadmap and backlog, aligned to the agency's objective to consolidate legacy software and cloud marketplaces. • Drive discovery, alpha and beta phases — including user research synthesis, requirements definition and future-state process design. • Maintain a prioritised, delivery-ready backlog and enable a multidisciplinary agile team to ship iteratively. • Translate user needs and policy constraints into actionable product features, user stories and acceptance criteria. • Ensure Module 3 integrates cleanly with existing BuyICT workflows, data models and category structures, and aligns with the Commonwealth Procurement Rules and the DMP2 Panel Agreement. • Provide clear product decisions, documentation and delivery updates to project leadership and governance forums. • Engage senior executives, government buyers, solution architects and legal/policy experts to align diverse interests behind a common product direction.
The role will work within a multidisciplinary Digital Marketplace team comprising product management, delivery, user research, design, engineering, policy, legal and procurement specialists. The team operates using agile delivery methods and works closely with internal DTA stakeholders and external government buyers.

Stakeholder Engagement & Product Leadership (30%) — Demonstrated ability to build strategic relationships across public and private sector stakeholders (executives, architects, buyers, legal/policy) and align competing interests behind a shared product vision. 2. Strategic Vision & Execution (30%) — Proven ability to set a clear product direction, define measurable goals, maintain a prioritised backlog, and drive cross-functional agile delivery toward a long-term strategy. 3. User-Centred Product Development (20%) — Track record of grounding product decisions in user research and data, while reconciling user preferences with stakeholder demands and policy constraints. 4. Delivery at Pace & Risk Management (20%) — Evidence of delivering in complex, time-pressured environments by making pragmatic scope decisions and proactively managing technical, operational and regulatory risks.
Desirable criteria 1. Government Procurement Knowledge (50%) — Working knowledge of Commonwealth Procurement Rules, ICT panel arrangements, and platforms such as BuyICT or AusTender. 2. Technical Platform Experience (50%) — Hands-on experience delivering digital products on ServiceNow or comparable enterprise workflow platforms, with an understanding of cloud service models (SaaS/PaaS/IaaS), APIs and system integration concepts.
