Yolk Digital is engaged by Services Australia to provide experienced Senior Project Managers to oversee the high quality and consistent delivery of projects within one of the largest service delivery portfolios in government. Working under the broad direction of senior staff, you'll oversee the design, planning, development, implementation and evaluation of project outputs, taking real ownership of delivery. You'll manage strategic stakeholders across all tiers of government to drive the implementation and integration of projects at the operational level, and represent the agency in cross-agency and inter-jurisdictional forums. This is a leadership role: you'll lead and develop project staff, drive innovation, manage change and contribute directly to the agency's strategic direction, with oversight of budgets, contracts, procurement and project risk along the way.
• Manage, lead and deliver projects that may have an agency wide impact • Develop, implement and evaluate project plans and schedules in accordance with the agency's project management framework and consider project interdependencies • Collaborate with staff in immediate work area and with internal and external stakeholders • Oversee project design, governance arrangements and operational integration • Ensure project deliverables and milestones are met on time and within budget • Lead strategic planning for longer term project initiatives • Lead and manage staff and oversee the management of performance, attendance and health and wellbeing • Develop staff capability through coaching and succession planning • Provide high level strategic advice and feedback to stakeholders and the agency's executive • Research, review and evaluate projects within a section or specialist area • Report on project objectives and outputs for presentation to the executive, and oversee ongoing project reporting • Oversee, review and advise on written material including business cases, plans, reports, executive and ministerial briefs and corporate documentation • Plan, manage and monitor financial budgets and oversee the management of contracts, procurement, resources and expenditure • Identify, assess, manage, escalate, report and monitor project risks, issues and benefits, including developing treatment strategies • Analyse project performance and oversee quality management to ensure that project deliverables are fit for purpose and meet client needs • Drive innovation, manage and lead change, and actively contribute to and implement the agency's strategic direction • Engage, negotiate and manage key strategic stakeholder relationships to deliver projects and respond to changes in needs and expectations • Represent and negotiate on behalf of the agency to advance the agency's interests at external, cross-agency, inter-jurisdictional and other forums • Act with integrity by promoting workplace practices aligned with the APS Values and the APS Code of Conduct • Exercise delegations appropriate to role in accordance with legislation and guidelines

Hybrid. The worker is expected to work onsite for the first 6 weeks before a hybrid flexible working arrangement can be considered, with a residing address within reasonable travel time of the work location. The location is the capital city of the selected state/s.
1. Financial management: Level 4 (SFIA) Monitors and maintains financial records to agreed requirements for compliance and audit. Assists with identifying and calculating process, service, project and component costs for financial planning and budgeting. Collates required financial data and reports for analysis and to facilitate decision-making. 2. Organisational change management: Level 6 (SFIA) Defines and communicates the approach for change management for a significant part of the organisation. Initiates, plans and leads strategic, large and complex change management initiatives. Provides guidance and raises awareness to help change leaders demonstrate effective behaviours to deliver organisational change. Establishes feedback processes and leads analyses of change management successes. Enables continual improvements to change management methodology, tools and training necessary to enhance the maturity across the organisation. 3. Project management: Level 6 (SFIA) Takes full responsibility for the definition, documentation and successful completion of complex projects. Adopts and adapts project management methods and tools. Ensures that effective project monitoring and control processes, change control, risk management and quality processes are employed and maintained. Monitors and controls resources, revenue and capital expenditures against the project budget. Manages the expectations of key project stakeholders. 4. Requirements definition and management: Level 5 (SFIA) Plans and drives scoping, requirements definition and prioritisation activities for large, complex initiatives. Selects, adopts and adapts appropriate requirements definition and management methods, tools and techniques. Contributes to the development of organisational methods and standards for requirements management. Obtains input from, and agreement to requirements from a diverse range of stakeholders. Negotiates with stakeholders to manage competing priorities and conflicts. Establishes requirements baselines. Ensures changes to requirements are investigated and managed. 5. Stakeholder relationship management: Level 5 (SFIA) Identifies the communications and relationship needs of stakeholder groups. Translates communications/stakeholder engagement strategies into specific activities and deliverables. Facilitates open communication and discussion between stakeholders. Acts as a single point of contact by developing, maintaining and working to stakeholder engagement strategies and plans. Provides informed feedback to assess and promote understanding. Facilitates business decision-making processes. Captures and disseminates technical and business information.

Determines and delegates objectives and task responsibilities to individuals or teams including people management responsibilities as appropriate. Sets the quality, performance and capability targets in line with organisational goals. Monitors performance and working relationships and provides effective feedback to address individual issues. Encourages individual development of skills and capabilities in line with team and personal goals. Facilitates the development of individuals by adjusting workload, targets, and team capacity. Plays an active role in formal organisational processes such recruitment, reward, promotion and disciplinary procedures. 2. Quality management: Level 5 (SFIA) Ensures that projects, teams and functions have appropriate practices in place and are meeting required organisational quality levels. Advises on the application of appropriate quality management techniques and standards. Determines areas where existing processes should change from analysing audit findings. Facilitates improvements to processes by changing approaches and working practices, typically using recognised models. Takes responsibility for controlling updating and distributing organisational standards.
