The Department of Agriculture, Fisheries and Forestry's ICT Services Division (ISD) is engaging multiple Senior Business Analysts for roles across its Enterprise Platforms Branch and the CapSTAR Program, with positions on the ERP Revenue System Uplift project, cyber security projects and an ICT fit-out. ISD provides the secure, modern ICT environment that lets the department run its business around the clock, and you'll bring the specialised analysis skills and dedicated delivery capacity that reduce project risk, accelerate delivery and keep solutions aligned with departmental technology standards and architecture. You'll undertake detailed analysis of existing business processes, operational workflows, system functionality and legacy application behaviour: facilitating stakeholder workshops, eliciting and documenting business and functional requirements, mapping current and future state processes, identifying improvement opportunities and helping prioritise delivery outcomes. A key part of the work is reverse engineering legacy applications, business processes and system functionality where documentation is limited or out of date. Working closely with business stakeholders, technical teams, architects and project delivery personnel, you'll make sure business requirements are accurately translated into solution designs and implementation plans, and that business needs, operational requirements and compliance obligations stay clearly understood, documented and maintained as the department transitions from legacy applications to a modern, secure and supportable environment, keeping critical revenue processing functions running throughout the modernisation program.
• Undertake detailed analysis of existing business processes, operational workflows, system functionality and legacy application behaviour. • Facilitate stakeholder workshops; elicit and document business and functional requirements; map current and future state processes; identify opportunities for improvement; support prioritisation of delivery outcomes. • Reverse engineer legacy applications, business processes and system functionality where documentation is limited or no longer current. • Work closely with business stakeholders, technical teams, architects and project delivery personnel to ensure business requirements are accurately translated into solution designs and implementation plans. • Support the transition from legacy applications and technologies to a modern, secure and supportable environment by ensuring business requirements, operational needs and compliance obligations are clearly understood, documented and maintained throughout project delivery. • Reduce delivery risk and support continuity of critical revenue processing functions during the modernisation program.
Hybrid. Flexible working arrangements are available in line with department policies. The ICT Services Division supports distributed/hybrid teams, with staff in multiple states.
1. Requirements engagement and documentation (20%) Demonstrated experience engaging with business and technical stakeholders to identify, analyse, validate and document business and functional requirements, ensuring business needs are clearly translated into deliverable outcomes. 2. Process analysis and improvement (20%) Demonstrated ability to analyse current state processes, identify opportunities for improvement, map future state processes and support the implementation of business and technology change. 3. Communication and relationship management (20%) Highly developed communication and relationship management skills, with the ability to facilitate workshops, negotiate outcomes, manage competing priorities and build productive relationships across business and technical teams. 4. Business analysis artefacts (20%) Experience producing high-quality business analysis artefacts, including: business requirements; functional and non-functional requirements; user stories and acceptance criteria; process maps and workflows; business rules and traceability documentation; user journeys and solution artefacts. 5. Supporting project delivery (20%) Demonstrated experience supporting project delivery through activities such as backlog management, prioritisation, testing, operational readiness, transition to BAU, user acceptance testing (UAT) and change adoption.
Each candidate must provide a written response to each of the five essential criteria. Each response cannot be more than 3000 characters, and the criteria are equally weighted at 20% each. Write each response in STAR format (Situation, Task, Action, Result) and sell your capability rather than listing duties: name the organisation, the project and the legacy systems involved, what you did, and the measurable outcome. Target the specific criterion in each response. Where you can, draw on reverse engineering of poorly documented legacy applications, ERP or revenue system work, and transition of critical processing functions to modern platforms, since those are the problems DAFF needs solved. For criterion 4, point to the actual artefacts you produced (business requirements, functional and non-functional requirements, user stories and acceptance criteria, process maps, business rules and traceability, user journeys) and how they were used. For criterion 5, cover backlog management, UAT, operational readiness, transition to BAU and change adoption.
